I would level the line of the dam.

Anyways, I'm not a fan of the blurring. Maybe make it like a tilt-shift style?
 
Also, seems a bit under-exposed. Maybe crop in somewhat tighter and bump the exposure a tad?

Definitely under exposed - at least a full stop.
The 'white water' should be white, not a light shade gray.
The under exposure can also be seen in the histogram with the vast majority of the pixels all piled up against the left side.

Unfortunately, the line of the upper fall cuts right through his head.
IMO, the image would have been better if you could have shot from a higher position so the line of the top fall could have been somewhat lower in the frame.
The top fall line acts like a horizon and is splitting the frame into 2 pretty much equal halves.
That diminishes some of the tension and drama. IMO, the post process added blur to either side of him and the white water also diminishes tension and drama.
 
+1 on the added blur.. it hurts my head. You could still get in a little tighter and show that it is a dam, without having to be as wide with the shot.
