Does anyone know if a Cannon Speedlite 420EZ be used with Nikon D3100?

i would have to say no just based that aftermarket flash companies make separate units for each brand. Risking circuit damage, I wouldn't 'try' it.

Yes, as long as you are shooting with the strobe in manual mode. Canon uses ettl and Nikon uses ittl. They will not communicate with each other in an auto mode. Flash voltage has been measured at 4V, measured by Joe Filer,
4.71V with a Quantum battery per Kevin Omura.
