"paint.net", exceptional software. Google it and download it safely from their home site. No spyware, light weight, and very similar to a real fast and quick photo editing software that is similar in controls to Photoshop. It doesn't have all of Photoshop's features but its light weight and quick load time makes it more useful for simple quick tasks. I use it more then any other photo editing software.
