Saw one of these in Portugal & then wondered how a car was on the street behind it. Later saw that it went up & down to control traffic.

Well that would take care of the people that constantly run the red lights. 
When the light turns green, I have to wait for the other cars to stop, before I go. Because when the light turns red for them, they still enter and cross the intersection.
I've had people behind me blow their horn at me, because I stopped at the red light. They obviously wanted to run the red.
