okay, say i download a font that i need, how do I get it in Photoshop to use in a photo?

Assuming the font is held in a .ZIP file....
Extract the .TTF or whatever file it is and drop it into the 'fonts' folder in your Windows directory - it should autoinstall and bob's your uncle.
