I think Geaux is referring to a software "filter" or post-processing treatment. It's definitely an unusal effect, but given that you were starting with an out-of-focus snapshot, I would say it's an improvement.

Regardless what edit you do its always best policy to begin with a "good" photograph, bin everything which is borderline, unless of course the subject has died and there is no hope of a good shot. H

Here is an idea, if you are going to do extreme edits on pictures, stop asking if its a good edit or not. When you get into the the realm of ridiculous processing it becomes more and more about personal taste. So asking if its a "good" edit is really pointless by now, the concept of good or bad was flushed down the toilet long ago on this shot.
