I am assuming this is a conversion from an original colour image and that you posted it looking for C&C. As a B&W, there just isn't enough contrast to make it work very well - IMHO. There are no real "white" areas and no real "black areas", it is just all shades of grey with very little contrast and contrast is often what makes a B&W image. I would like to see the original for comparison. I would also agree with the idea that there is a lot going on - this makes it difficult to find a main subject, because I am not sure where my eye is supposed to focus - it actually ends up on the windows at the far end - not sure if that was your intent, but that is what happens in my case.
