I think what bugs me is the amount of hair on her forehead. But I'm not sure how to fix it.

Spanish... my wife is Spanish and she has the same thing with her hair line (not really a line... ). I have cloned some of that out before, but that is always tricky on a close up unless you are good at blending (which I am not).

I need to get better with photoshop... I tend to live in Lightroom 99% of the time.

No disrespect intended...and I should have told you great shot too. -And I realize that some people are just like that. But, is that typically something that comes up in PP? smooth the skin, but why not the hairline? Is there even a good way to do it? Im not sure...??? With such a detailed view of the face it may look odd, if any enhancement (if you could call it that) would be preformed.

That's really tricky. If you're successful doing it, it may look like a hairpiece

I am able and did clean up a bit of stray hairs but a cluster like that is well beyond my pp ability.... although I just saw an edit where the artist took a section from another model without the hair and layered it in.
