When I took this it was pretty good over cast but i am curious using Lr3 is there anyway to give the sky some better deffinition? If so how?

With the lightness of the buildings it will be difficult to change the background without affecting the foreground elements. Adjusting the your recovery should help with some definition in the clouds and you could also bring down the the lights in the tone curve.

Use the Adjustment brush, and Gradiant tools.

Try clarity. It I creases contrast in the midtones. I think LR3 will let you apply it selectively won't it? I still have v1.4.
