Help with exposure!

So when I open my RAW files in paintshop pro this one photo I have looks WAY overexposed. When opened in picassa/windows editor, and even looked at on my camera screen it looks even a tad underexposed. What is my problem.....am I loosing my mind!

Hard to say without examples... what do the histograms indicate?

Which version of Paintshop Pro? Earlier versions, X2 specifically, had a horrible RAW converter. It has gotten much better over time. I didn't use it with X3 but have tried it in X4 and it is much, much improved. That's to be expected since they bought up Bibble Labs and are probably using their RAW conversion code now.

I have X3. I have never noticed it doing this before. I can only see the histogram in paintshop, does picassa(even though I never really use it) have a way to see it too, so I can compare?
