help with this technique

How could I achieve this kind effect on my image,or something that look like this.. Is it only lightning and what kind,or photoshop too.

The coloring or lighting?

This image is probably a photoshop composite: the people and the background come from 2 different images.

The coloring is a little bit desaturation, and maybe some contrast things levels etc.
The composite is original image + texture on it , this grungy scratchy texture.

But look at the people and the "quality" of the image, they are like shiny,sharp, shadows are well expressed, soft, etc. that kind of things I am looking at. Something like this too, I guess the same thing:

Looks like a glow effect, with a black filter, high contrast... It looks like niksoftware bleach bypass and glamor glow to be honest maybe darken lighten center and another filter or two.
