how can I keep the blurry hands from happening again? And is this an ok picture? Can you tell what is happening? Thanks ahead of time for your critques!!

Use a faster shutter speed to avoid or minimize the blurry hands.

Perhaps the direction of light isn't optimum in this photo. Seeing as the camera is pointed directly into the source of light, it makes the baby look very dark. If you shot with the light behind or to the side of the subject then it would eliminate this.

It looks to me as though you are stopped down too far, based on the bakground being sharp as well as the subject. As julius say, use a faster shutter speed and open up the lens to a wider aperture.
