Well, one way would be to use the pen tool in photoshop to draw the smoke, a gradient can then be applied using the layer effects. Then rasterize the shape and add a gaussian blur.

Or the same way you make type look like its on fire.

Just about any effect in Photosdhop can be done in multiple ways.
