How to accomplish that effect from the picture?

Simple. Place a bright light source aimed toward the camera (in this case, it could well be the sun), and put a bunch of particulate matter into the air.
 
In most movie productions, multiple fog machines can be used to create these types of "God's rays". Sometimes, when environmental conditions are right, there's ground level fog + backlighting sun rays, and the rays are naturally created.

Along the Pacific ocean's shoreline and inland a mile or less, God's rays are fairly common some months of the year.

Early morning (before 7am, probably), foggy day, shooting into the sun (exceedingly strong back lighting), no fill flash. The tree blocks the direct sun from the camera.

For what it's worth, I'm waiting for the same conditions to make a photograph for the company calendar. Living on the coast or the Pacific Northwest, in general, would make for more foggy mornings.
