How to capture the lights at night but i want it to be blur?

Tripod + long exposure? Are you talking about the long streak of motion blur from moving objects? Something like this?

nope,i mean like i want to capture the decorating lights on the street but i want it to be blur

shoot them with a wide aperture. For example f2.8 will be bettter than f8. f8 the lights will be clear and probably have a starbust appearance.

Either that or shoot them out of focus heh

You will probably get more advice if you are more clear as to what you want to accomplish. Right now based on your description, shooting te lightout of focus is the best advice.

Outside of that, you will have to refine you intentions. You also might want to locate the "shift" key on your keyboard and use it periodically.

In addition to Strad's excellent advice, perhaps post a LINK to an image which is similar in style to that which you want to reproduce? I'm a little unclear on what the final product is supposed to look like.

I think you are talking about bokeh, This video may help you.
If you don't have a DSLR and long lens, than it is almost impossible to do bokeh on point and shoot (s). But maybe you can try in Portrait mode.
