how can I improve the picture

I like because the statue is focused but people is blurred. What do you think about it?

f:2.8 will have a very shallow depth of field, 1/8s will allow significant motion blur, and that focal length is fully zoomed on that camera which also limits depth of field, so you have all three causes of the foreground being blurry. With the lighting conditions you're very limited to usable shutter speeds and apertures at that ISO, and I have no idea how that camera behaves with higher ISOs.

I think that effect works really well. The sharp statue against the blurred people gives the image a nice sense of movement while making the statue feel almost timeless. The slow 1/8s shutter is doing most of the work here, and I like that you kept the statue as the clear point of focus. It feels much more intentional than simply photographing the monument straight on.

These are challenging lighting conditions. I agree with the above that having only the statue in focus and the rest a bit blurred is pleasing however if you look at the image below I would say the building behind the statue is what is in focus. In this type of scenario I would use a single focus point to ensure I'm on the subject that I want.

Well, you haven't actually said what you want to improve. So not sure how we can help.

Yes, there are focus and motion blur here, but sometimes that is exactly what it is intended to be.

If your intention was sharp focus, etc. then you have been given sound advise.
