How to create suspect photograph?

I have seen this awesome suspect style photo. Is is possible to create this using Photoshop? Can someone give some Photoshop tutorial which will help me to achieve this. I have already taken my photo. Now i need to make the photo like this :

1. Destaturate colors.
2. Colorize image with dark sepia tone.
3. Read forum rules about posting images you do not have rights to.
