Bokeh doesn't get "used." It's a characteristic of the lens. You might want to read up on it...

That effect can be achieved with any photo editor that does layer modes. I personally use gimp for this.

Simply add a new layer, give it a rainbow gradient, and change the layer mode to color. Also, it looks like you would do well to add a layer mask that is a black to white radial gradient around the subject to remove the color from them, but keep the color around them.
