Is this a color sketch picture? How do you make a picture in this style?

Really? It almost looks fake to me, or like a color sketch. I didn't know you can make HDR look like that..

Eww! Why would you EVER want your pictures to look like that?!

It's OVERprocessed tone mapping or HDR. Personally I'm not any kind of a fan of that effect, and a lot of people here also are not in to it much, but if that's what you want, you have to tone map it or shoot three or more times and stack them.

As others have indicated, it's overbaked and unrealistic, the colours are burnt and extreme. HDR isn't for everyone. Google Trey Ratcliff, well known HDR photographer, he has some tutorials.
