Is this a color sketch picture? How do you make a picture in this style?

It's OVERprocessed tone mapping or HDR. Personally I'm not any kind of a fan of that effect, and a lot of people here also are not in to it much, but if that's what you want, you have to tone map it or shoot three or more times and stack them.

Oh okay. Thanks for the info thetrue. I don't think I'll be doing that anytime soon, as I'm still trying to learn my way around Elements 8. Just curious as to how they processed the image to look cartoony.

It looks like a scene from Grand theft auto, lighting and color are bang on lol

That's what happens when you leave it in the oven too long.

I don't understand what that means...

As others have indicated, it's overbaked and unrealistic, the colours are burnt and extreme. HDR isn't for everyone. Google Trey Ratcliff, well known HDR photographer, he has some tutorials.
