How was it done?

Ron Goldman Photography (oops, just goes to the main page, won't let me link to the page with the actual image - it's under "galleries" then "botany". The first one that comes up, the image on the left.)

I'm looking at the image on the left and, while it looks simple, I am curious whether it was also painted on or whether it was all done just using blur/ stop motion. I have done some stop motion and use of blur and very shallow depth of field in the past to make artistic type images, but with things that are not linear, oftentimes, it's more complicated. Anyone care to help me deconstruct this shot (for learning purposes)?

Well, duh! LOL. I will be taking a workshop with him and so I WILL ask him. However, I was interested in discussing it. Not sure how my post came across to merit the response. Is it not part of the learning process to see a photo style that you like (this picture being very representative of that) and wonder, "how was that done?" and attempt to deconstruct it? My assessment that some sort of stop motion/ blurring technique (just enough to soften it) was used, I also wondered if there was some painting in post-processing. Can't begin a discussion of this sort? I'm not trying to directly "copy" anyone, just trying to learn by thinking through a photo that struck me (and asking fellow photogs in the beginner's forum to do that with me, if they wish). Asking with genuine curiosity ... did I post something wrong here?

If we're looking at the same picture, white flowers with rain streaks behind it, then it looks to be slow shutter speed to create a trail.
