I too am not sure what it is but that's part of what makes it more interesting. I'm probably wrong but I get the impression it's the female end of a plug on a bike handle bar that's frozen over. Cool pic.

@SquarePeg Well, kinda. I held a stick covered with ice up to the R.C. Harris Water Pumping Station in Toronto.

Glad you’re sharing your pictures! What parts of this picture are you proud of specifically: taking the picture, composition, shallow depth of field, post processing, etc.?

@waday Well, I'd say that I'm most proud of the outcome. It's not so much taking the picture, as it is how it turns out. I used Snapseed (assuming you've heard of it) to edit it. So, to answer your question, it's the post processing part that I'm most proud of.
