Is there any easy way to get the snow off his jacket other than cloning? Cloning will take me forever!

I really don't see much of a difference. I see a few of the brighter specks of snow on his collar are gone.

With that much snow dust on him trying to remove it would probably degrade the picture more than it is worth.

Under the healing brush is the Patch tool. Try that. It's basically the healing brush but you draw a loop instead of using a brush size. So just draw around a bunch of flakes and then drag it down to a clean part of the jacket for a clean sample.
