It's very difficult to tell, but I can see why MLeek is asking about the lenses history, I can see what seems to be almost a circle of blurryness in the middle of the photo.
Best way to test this though is to take some test shots to help eliminate possible problems.
1) Put the setup on a tripod using lens's tripod collar.
2) Turn the IS off
3) Take a series of photos at a static subject directly facing the subject - a textured subject is best such as a brick wall (avoid plain subjects with a single colour).
4) Vary the aperture and ensure that each time a shot is taken that it is in focus - if you have a camera that supports live-view use the magnified view when composing the photo to ensure that the focus is directly on the subject (manual focus). Ideally you want to start wide open and go down to around f10 or so.
That should give us an idea of the lenses base performance across the whole frame edge to edge.
For a sharpness test keep the wall, only now set yourself up so that the camera is pointing at a 45 degree angle to the wall (side on is easier). Then again take the series of photos at varying apertures - this ensures that you'll have a line of sharpness always running through each photo (slight missfocusing won't affect this test).
Remember for these tripod test shots keep the IS off.
