Lighting & exposure inquiry.

Sorry if there's another thread like this out there but I'm crunched for time and I was wondering:

Is it possible to light paint even if it's light out? Even if it's as bright as afternoon/sunset? I tried to do long exposure highway photography as well but if the shutter was open for too long and there were a lot of light sources, the image would be completely white. Is there a way around this? Thank you.

i think there are filters that will lessen the amount of light that enters the lens so you can use longer SS.

You need an ND (Neutral Density) Filter.

As for light painting im not sure but for your long exposure shot of the highway try boosting your Aperture to a way higher number. I personally havent tried it myself but i see no reason why it shouldnt work as long as you balance the amount of light coming in.
