Off hand, I don't know of any free logo design software. There is (for about $40 U.S.) Logo Design Studio Pro from Summitsoft Corp. Here is the link

Gimp for sure its a lot like photoshop elements. Should do everything you need for it. I created my business cards with it pretty quickly and easily.
