So I skipped most the responses but a few. First you can calibrate a laptop but you need to do it every time you are in a new location. Room lighting affects the color output of your monitor.

As for screens under $300 the HD Dell screens use the same LCD panels as the HD Mac screens but you sill will want to invest in a color calibrator if you want to get things right and recalibrate once a week.
