Looks like the gallows

Taken today with Olympus C-50 digi point+shoot at a local amusement park. Something about these bells struck me, but I couldn't tell what...

Playing around in photo express, I inverted the pic for the heck of it. The result kind of freaked me out.

hahah those "bells" are compressed gas cylinders! That's cool!

This photo makes me wonder: what are they there for? The rubber hammer suggests they are to give off different sounds. The water underneath, however, does not suggest you can walk past, giving each cylinder a bang with the hammer... how does it work? What's the idea?

That's gravel underneath, not water. Yes, they are meant to make different sounds. Kids wail on them, and they give off a cool, low "gong". I was lucky to find a moment when there were no kids nearby.
