I darkened it and increased the contrast . Unfortunately, it doesn't help the highlights of the tower, which are completely gone

Agree with Rick. If you can - reshoot with an exposure a couple of stops down. You might then be able to raise the shadows back up in post. This scene may also be a candidate for HDR.
