Need a backpack - any recommendations?

While it could be a concern, keep in mind that most of those bags have a heavy duty zipper on them. Most people would feel someone messing with the zipper if they were wearing it. Now say if you took it off and set it down while at lunch, that would be another matter.
 
@Gary A. that's why I like the bag I posted the link to. It rides slightly toward the front and right side, not only providing security but gives you ready access.
 
I bought the Amazon basics camera back pack for like $35 when I needed something to take on a plane. It's very functional, and has a laptop sleeve too. It definitely wouldn't be my everyday carry for my gear, but it might fit your needs and your budget.
This is what I did.
 
I think most large cities are a magnet for theft regardless of location. I like openings with the double zipper where you can easily lock the twin pulls together with a baggage lock. I would give you some piece of mind especially packed in on public transportation.

For what it's worth, the Amazon backpack's gear compartment has twin pulls. I don't think the laptop department does, but it'd be pretty difficult to get a 15 inch laptop out of the bag that's against my back without me noticing.
