Nikon Speedlight doesn't sync with master Speedlight

I'm trying to use the Nikon SB 700 as a master but the Nikon SB 600 doesn't sync, its about one second off. If I use the Commander Mode in the D7000 they both sync and fire at the same time. If I turn on the YN560 Speedlight then the SB 600 Doesn't flash at all. If I connect them all to Receivers and fire the tigger they all work together with a slow Recycle rate. I'm wondering why the SB 600 doesn't synce up with the SB 700 in master mode. Any Idea's ? I've tried changing them to different channels and different groups, tried all did combinations.
