I would guess HDR. While it is a beautiful shot and I gave it a "like", the sky seems strange to me, does not seem to match the street light and scene. Maybe the OP would give us an explanation of the shooting and post work? Would be great.

It looks like a replacement sky for sure. Very dramatic but slightly out of place imo.
