The strap was most definitely around my neck! Not that the camera would have fallen all the way to the ground, but I definitely would have missed it.

This ledge is a few stories below the observation deck. It's covered with stuff people threw off the observation deck, mostly gum and change. There are a few more setbacks on the way down like this one.
