Nice night shot ... taken with only the railing as support?
It is not quite as sharp and clear as you might get it when you put your camera on a tripod. And you set it to high iso? I would guess so by the noise given. The sky is a lovely hue. Not yet quite black, still showing some detail, though that might also be a reflection of the city lights off a lower cloud base ...!

Tips for night photography: tripod (a must).
Low iso.
Small aperture (i.e. high f-number such as f11 or even f22 or so, if your camera allows for such small apertures)
Long exposure (hence the need for the tripod)
Camera on timer (unless you have a remote release) - so it will definitely not move in the moment of starting the exposure.
 
Thanks for the tips I didnt bring my tripod since we were going to a bar and didnt want to lug it around. Will try setting my iso lower next time I used a Canon Rebel 300d w/50mm f1.8
