You, first of all, need a good image, Then there are many good Photo editing programs available and with practice, you can create excellent images. Good luck

I see nothing extraordinary about this photo. To me, the white balance is too warm, but other than that, it looks very much as the camera would have produced it.

What programs do you have access to? It looks like a faded matte look. Easily done in Lightroom or many other apps with filters.
