I'd personally go for the lens.

Lens, the more time behind the camera the better you will become = the less time/ need for alot of PP. PS elements is a decent alternative to get you something and used to the software before investing too much, plus you can always upgrade to CS2 or 3 at a discounted rate, and not lose the $100 you invested.
