Praktica B200 technical issue

Hi all, I'm just coming back to photography after a long absence and decided to pull my old Praktica out of the attic. The only problem is that it won't let me adjust the shutter speed, no matter what speed I set it to it always opens and closes again very fast. I'm a big fan of keeping the shutter open to create bizarre images but it won't let me. Does anyone know if it can be fixed or will I be buying a new one?

Not worth fixing there is one on Ebay £14.99

The Praktica B200 shutter is electronically controlled and defaults to 1/90 second when the battery is dead. A new battery should power it up so all the speeds from 40 seconds to 1/1000 second work properly.
