I'm not sure what exactly it's called... but I was wondering if I could (push/pull?) my Fugicolor Press 400 print film to 800 on my camera.?

I am going to a concert later in the month and I was wondering what I could do to get less movement in the low light conditions. I want to set my camera to 800iso but use 400iso. Is there a better way? What do I tell the camera store when I go to develop it? What's this procedure called?

Yes you can do that. Shoot at 800 and tell the lab to push it a stop. Of course a better way to do it would be to use an 800asa film such as Fuji's Press 800.

400 to 800 is only one stop...with color negative film, you shouldn't loose too much quality at all.
 
Check with your lab beforehand to make sure they offer push processing.
