Reciprocal Links & Not too expensive website designer

Hi

I am searching for photographers that shoot high school senior portraits to do a reciropcal link to my site. I am a digital designer specializing in senior yearbook page design. I am starting to compile a list of photographers to add to my site. In other words, if students find my site they will see your link and vice versa.

This is only my second year doing this type of work but it went pretty well last fall so I'm looking for new (low cost) ways of getting new business. I would like to limit the number of links for regions within states. For instance, South Florida, East Texas, etc. You can even specify where you would like me to list you. BTW, if you google "high school senior yearbook ad" my site should be near the top. www.scrappyattitude.com

ALSO, looking to freshen my site. I did mine myself and it served my purposes but I want to upscale it some. Any recommendations for a website designer???
