Recommend a lens for a Canon EOS 10D

EF-S 18-55mm f/3.5-5.6 IS ~ bout 175.00usd. performs pretty good for the buck too.

EF 28-90mm f/4-5.6 III 100.00 bucks ~ have no idea how it performs !

But then again I dont know what your looking for ?

EF-S lenses are NOT compatible with the 10D.

That's a a very tough price point.
The $160 Canon EF 28mm f/2.8 prime lens might be a good choice. The $85 EF 50mm f/1.8 II is almost a must.
