Resizing jpegs

If you have a photo in jpeg format and you reduce its dimensions through Microsoft Paint and then save it, the size of the file doesn't reduce at all. But if you save it as a new file, it does. Why? This is very annoying because I'm trying to reduce the size of some photos to download them to the Internet and it seems I will have to go through each photo and save it as a new one. Is there any way that I can reduce the size of a jpeg file without creating a copy of it?
 
At the very least, you should save a new file anyway.

Why would you want to destroy the original file? If you did that, you won't be able to edit it later, should you need to. And what happens if what you saved wasn't what you wanted?

Never overwrite your original files.
