resizing

I am entering a local photo merit competition at my local club. I apparently need to re size images as follows

If you get them to 1400px for landscape format or 1050px for portrait I can sort the rest out if you like.
Go to Image - image size and set the resolution to 300px per inch and the the appropriate dimension, width or height. '

how do i do this in PSE7? It seems the if i adjust the width to say 1400 the other dimension changes automatically so i dont really know what im doing....

Do you have "resample image" checked?

Pete is on the right track.

Go to Image --> Size. Uncheck the 'resample' box and change then resolution to 300 PPI. Then check it again and change the size to what you want (make sure that 'constrain proportions' is checked)
