Right to sell the rights to photos

Hi,
Somebody recently made an offer on some of my photos. They are cosplay girls in Tokyo and they want to use them as part of a video display in a restaurant.
MY question is...
Do I have the right to licence these images to them or do I need permission from the subject of the photos. After all it is their faces
Any advice appreciated

I believe you will need signed model releases from the subjects.
