No, I left Vietnam in 94, but yeah, I heard of the helmet law. In 94, Vietnam was still impoverish so helmets were actually hard to come by. I remember you don't see people wearing helmet unless they have really nice motorbike and you can tell that they are well off. Now, I'm not exactly sure what the economic situation in Vietnam is. I noticed that you have a lot of motorbikes in your pictures too, there certainly weren't that many when I was there. btw, I use live to live in 11th district of Saigon, by Dam Sen theme park.
