seascapes at dusk or night

Can some one advise me pls.....if I were to be taking shots at night or dusk with some artificial light closeby, for example on an island would i use a slow shutter speed and use a low f stop set up on a tripod...

If you're doing night shots, yes, you'll need a tripod and a long shutter opening. How long depends on the artificial light source. It can be fun to play with, so experiment and see what you like.
