makes sense to me. Centrally located in the stairwell? The heat will rise to the upper stories. Vs. since when we started use ducts and running baseboard to move heat through the structure.

I'm pretty sure it has something to do with the light. I don't know how they ran those old lights, but the chains might have something to do with shutters or something like that. Maybe air controls for the flame.
