Should I buy this?

There is a guy that lives by me that is selling a Canon 16-35 2.8 L MK I lens for $850. He says it is a 9 out of 10 with only cosmetic scratches. He also said he went through 3 lenses inorder to get the sharpest one. The date code is 2002. I have not seen it yet but if it is what he says it is, is this a good deal? It is sort of a streatch for me money wise but I could probably make it happen.

Well it's a highly rated lens, but I also spotted it for only $950 new, so the only issue is how "cosmetic" the damage really is. If it's anything more than described then $850 is a bit high. If it's in as good of shape as he describes, then I would go for it.

$1350 + shipping brand new. $850 sounds reasonable to me IF it's functionally in "showroom condition." Personally, I don't care about the cosmetic issues.

Then my opinion changes. $850 for used doesn't sound like such a good deal.
