I think you missed on this one. It seems like you were trying to capture too many things at once--the buildings, the lighted arches, and the skating rink. But they are all compressed together, which makes it a bit confusing to look at.

I see what you mean. It's a tricky shot to get the skaters and city hall without the arches though, so I compromised. I could have tried other angles and focal distances but is was so cold out I snapped and walked.

agree with stated above... I wouldn't even notice those skaters if you didn't put that in the title because they're so small and invisible in everything else that's going on in photo

Type40, welcome to the site.
I think, that the idea of capturing all in single frame is the name of the game here. This place is really busy, it's the feel and spirit of it. The problem with seeing the lower plane was created by too high position of the camera. Some skaters were cut in half , unfortunately. You noticed the potential for a shot alright and your idea is good, but execution fell short (sorry) and it feels like a quick snapshot. Nevertheless it will be not easy subject for slr camera at any time.
