Slow exposures in daylight

I have been experimenting with some waterfall shots at 1/2 second, ISO-100, and max aperture (f/32) and its coming out over exposed ( I cant even get the histogram near +2 stops over-exposed). what options do I have? EV compensation? anything else?

What you'll need is an ND filter. Good ones are spendy. Here's a good 10 stop filter that will allow you to take long exposures during the day.
