Star Filter Effect?

Hey everyone,

I'm making a panorama from the Monday night football game I went to in Carolina. However, I think an effect like the star filter makes would be perfect touch. Does anyone know if it's possible to make this effect in Photoshop CS?

I've never used it, only just found it.

If you set your aperture to a high f-number when you take the picture you'll get a start effect on all light sources as well.
